ABSTRACT
French regionalists criticized the Third Republic government for three primary reasons. First, Paris dominated in the making of administrative decisions for all provinces in France, and these regions often felt compelled to turn to the capital for advice and resources. Second, most regionalists thought that administrative divisions within France did not correspond either to economic or to sociological reality. Third, there was no intermediate unit with directly elected representatives to act as a buffer between the département and the state. 1
