ABSTRACT

The future development of the Railway system is intimately bound up with the growth of transport by road motor vehicles, and is inseparable from the policy which is to be adopted towards the carriage of goods and passengers by road. Apparently, the terms of reference of the Railways and Harbours Affairs Commission exclude the general question of road transport, and specific comments on road transport policy as a whole, will therefore be omitted from this memorandum. In recent legislation in regard to Motor Transport, it has been entirely overlooked that one of the most important economic services that can be rendered by motor transport is increased convenience and speed in areas now served by the railways alone. Co-ordination of transport does not mean the stifling of new developments because they impose on existing transport undertakings the need for change and adaptation.
