He then proceeded to discuss with the members the principal points arising out of the “Preliminary Memorandum on Conditions in Pineapple Factories”, prepared by the Canning O cer and which had been circulated to packers. In relation to paragraph 1 of the memorandum Mr. Tay Lian Teck said that owing to the numerous local regulations relating to buildings, sanitary conditions and factory regulations, the factory buildings as a result of complying with all the regulations were more elaborate than necessary, he also emphasised the di culty of obtaining the / sanction of the various authorities before registration could be e ected, he urged that there should be more co-operation between the Agricultural Department, the Health Authorities and the Building Authorities.
