ABSTRACT

The Way Forward in recent years, an international movement of social advocates, public educators, environmentalists, workers, anti-poverty and human rights activists, debt cancellation proponents, and many others has come together to put human and ecological issues back on the political and economic agenda. Water preservation and water equity are the cornerstones of a water-secure world and the starting point for the fledgling citizens' water-security movement. This chapter provides ten guidelines that should be followed to protect and conserve scarce water resources and distribute them in a fair and ecologically responsible way. The first five guidelines are: promote "Water Lifeline Constitutions"; establish local "Water Governance Councils"; fight for "National Water Protection Acts"; oppose the commercial trade in water; and support the anti-dam movement. The remaining guidelines are: confront the International Monetary Fund and the World Bank; challenge the lords of water; address global equity; promote the "Water Commons Treaty Initiative"; and support a "Global Water Convention".
