ABSTRACT
Protection, it must be owned, is a restrictive, artificial contrivance; Free-trade is, undoubtedly, the simpler and more natural system. This, however, suggests no argument in its favour, but altogether the contrary; for civilisation itself, viewed as a whole, has become so complex and conventional, that we have no right to look for simplicity in the institutions and arrangements which form its component parts.
