ABSTRACT
William Baxter (1929–1998) was professor of law at Stanford University. He was also Assistant Attorney General for the Antitrust Division of the Department of Justice under the Reagan administration, where he oversaw the breakup of Bell (AT&T). He was the author of People or Penguins: The Case for Optimal Pollution (1974).
