ABSTRACT

The power of the Government seems to be in inverse ratio to the number of people that participate in the Government. ‘In all social systems there must be a class to do the mental duties, to perform the drudgery of life. That is, a class requiring but a low order of intellect, and but little skill. Dred Scott, the plaintiff, claimed that he was a free man; and according to the course of practice from the earliest organization of the Government, in every district, he sued for his freedom in the Circuit Court of the United States. The President in his inaugural had proclaimed, in the hearing of the whole people of the United States, that the people of Kansas should have a free and fair opportunity to vote on their own Constitution.
