ABSTRACT

The proposed European Accessibility Act may address some of the barriers faced by people with disabilities and older persons to accessible transport in Europe, though some forms of transport including local buses remain exempted. The Committee, in the first report on how the European Union (EU) was complying with the Convention, recommended strengthening the monitoring of legislation to ensure effective and equal enjoyment of rights by all passengers with disabilities across the EU, including implementation of the European Mobility Card. The person must request assistance from an airline at least 48 hours prior to departure. Assistance is required to be provided from arrival at the airport and as necessary for embarkation, disembarkation and transiting through the airport. While ostensibly about the needs of the traveller, most of the additional testing and third-party authorisation required of the person with a disability, including people living with dementia, primarily benefits or conveniences others.
