ABSTRACT
I have been arguing, off and on, that Capitol Hill journalism is too Washington-heavy and too constituency-light—which raises a set of performance questions. Do we have any indicators of this disparity? What are the disincentives and the incentives that help to explain the disparity? What differences might it make if journalists did more reporting from the constituencies? And with what political effect?
