ABSTRACT

Chapter 2 discusses the theory behind Building Back Better. BBB evolved from a tagline to a concept depicting key features required for successful post disaster reconstruction and recovery based on lessons learnt from previous disaster recovery experiences. BBB was recognised as a holistic approach, simultaneously considering the recovery and betterment of the physical, social and economic aspects of affected communities through an efficient and effective recovery process. Mannakkara and Wilkinson developed the BBB Framework encompassing three key categories – Disaster Risk Reduction, Community Recovery and Effective Implementation – and eight Principles under these categories for Building Back Better. The BBB Framework and Principles serve as a guide to enable the successful implementation of BBB concepts in post disaster reconstruction and recovery.
