ABSTRACT

Chapter 8 discusses choosing an appropriate institutional mechanism as a central feature for successfully Building Back Better. Institutional Mechanism is the first BBB Principle under the category Effective Implementation in Mannakkara and Wilkinson’s BBB Framework. The use of existing governmental organisations or the creation of a new separate recovery authority to plan and implement recovery needs to be decided upon depending on the pre-existing situation and the impacts of the disaster. The level of centralisation or decentralisation of the recovery process also needs to be determined based on the local context. The institutional mechanism chosen needs to create a collaborative environment for the different stakeholders involved in recovery, incorporate grass-roots involvement, effectively manage information and data, track recovery progress, and facilitate the transition back to business as usual at the end of the reconstruction and recovery period.
