ABSTRACT

In order to shape land use in a community or a city one has to employ several different strategies to achieve the outcomes that each community desires. Cities strategically uses zoning, land use controls, infrastructure investments, and incentives such as tax increment financing (TIF) and public investment developments (PID) to produce the desired development, with well-planned and sustainable growth. Zoning laws are usually establishing requirements for minimum lot size, street frontage, density, open space, parking, and the process for site approval. Mixed-use zones are modeled after traditional villages that had shops, homes, and small service providers all located within walking distances of one another and allowing a mixture of compatible uses in one area. With performance zoning, restriction is placed on the impacts caused by a development, rather than on the categories of use. In this way performance zoning can be used to encourage development while affording maximal protection to the resources of concern.
