ABSTRACT

In the production of Development Plans under the Planning Act, one of the most essential basic facts which must be established is the proper amount of land which should be zoned for industrial use. The right amount of land is not a constant, but changes from year to year. Unfortunately the right amount of land is extremely difficult to ascertain with any degree of accuracy. The difficulty is not so much with the Ministry of Labour figures but rather with the determination of the working floor space and site area found in each industry. There is slightly closer agreement if production floor space per worker is taken as the standard, but even here the range is very wide. Even in these industries the figures are largely nullified for practical purposes if some industrialists favour multi-storey factories and some single-storey. Nevertheless when all these qualifications have been made it is still better to have a basis of ascertained fact.
