ABSTRACT
International interventions tend to have relatively short funding cycles. This is a problem for realising transformational change, such as improving transboundary water interactions. This, and other structural challenges of foreign aid are discussed in Chapter 11. The global system of international development is crowded, inefficient and risk-averse. There are also the problems of effect and attribution in evaluating effectiveness, especially over the long term. Foreign aid is also driven by foreign agendas rather than local considerations. These are all challenges for international actors working on transboundary water governance in the Ganges–Brahmaputra problemshed.
