ABSTRACT

This chapter examines the role of international actors in transboundary water conflict, cooperation and interaction. First, it discusses the evolution of engaging third parties in the resolution of international disputes. This includes an overview of the traditional roles of the third party – as mediator, conciliator, arbitrator and adjudicator. Second, this chapter discusses the role of international actors in transboundary water disputes. Often this involves facilitating Track II dialogue, benefit sharing or other forms of hydro-diplomacy. This chapter notes, however, that benefit sharing outcomes are more often a consequence – rather than a cause – of cooperative water governance.
