ABSTRACT

The World Heritage Committee and State Parties to the Convention should ensure that the processes established under the Convention are used to promote the achievement and maintenance of peace and security both between State Parties and within them This chapter elaborates on these assertions, embedded in United Nations Educational, Scientific and Cultural Organization (UNESCO) new World Heritage and Sustainable Development policy. It considers what this might mean for heritage practice within the World Heritage system, including nominations to the World Heritage List and World Heritage property management as well as because of the flow-down effect, in national and local heritage systems. The chapter discusses while gaining acceptance of these assertions as policy principles in November 2015 was already a challenge, the follow-up task of operationalizing them as official guidelines will be even more difficult. The policy highlights four aspects of the State Parties' responsibilities in relation to fostering peace and security.
