Workflow in construction does not appear on a smooth conveyor belt. Periods of inactivity are followed by periods of intense collaborative working by staff from a variety of skills in many separate, specialist firms, including the use of a variety of materials, technologies and methods of working. The alternative is to face making people redundant. Knowing future workloads also strengthens the largest firms, helping them to plan and enabling them to compete in international markets. A housing plan, like the infrastructure pipeline, would also require at least an eight year horizon to begin to plug the hole in housing supply. The Department for Communities and Local Government has introduced several well intentioned schemes to help both buyers and housebuilders to ease the housing shortage. London is a global marketplace for construction. Features of London as a global hub for international construction include finance and the English legal system itself.
