ABSTRACT

The overall purpose of proposing priorities for the construction industry is to transform the construction industry over time into a modern, productive and professional sector that meets the needs of the rest of the economy in terms of providing its built environment, while taking economic, social and environmental issues into account. The construction industry should be profitable for its firms while offering a safe and fulfilling life for those who work in it and those who use its output. The grant levy system has been an attempt to overcome the lack of training of construction workers and the problem of fluidity in the workforce, with workers changing jobs and moving from one firm to another. A fully funded training and education plan for a new range of building qualifications up to professional status requires public sector support. The construction industry is dispersed through the country in every constituency and every local authority.
