ABSTRACT

Rule of law is a common ground for the smooth operation of a market economy in modern countries. China is implementing the rule of law after the market economy system has taken shape, which is a matter of necessity, along with the vicissitude of institutions in the era of reform and opening-up. The rule of law is an authority featured by impersonalization, of which the basis rests with trust in the system. The institutional design of the so-called congressional budgetary system is designated to carry out and strengthen the function of budget considerations of the National People's Congress (NPC) stipulated in the Constitution and laws. Administrative accountability intends to not only limit administrative power but also improve the administrative efficiency to the maximum, which gives a full picture of the ability, spending, facility, and limits of authority, as well as responsibility for the realization of policy objectives.
