ABSTRACT

The Hackney Partnership Game addresses the problems of cooperation and collaboration between public and private agencies in the redevelopment of carefully selected, derelict or empty, inner city sites in the London Borough of Hackney. The simulation is designed for 17 participants which are divided initially into four Interest Group teams (local councils, local community, local private sector and (outside) investors and developers), plus one Press reporter. In a series of rounds, group composition is rotated so that a multitude of opportunities arise for negotiation and trade-off agreements concerning the use of particular sites for specific projects. The provision of finance is a critical factor in the bargaining process, and job creation potential, space constraints and planning controls must also be taken into account. Figure 6.1 gives an indication of possible preparatory and follow-up work.
