ABSTRACT

This chapter explores the example of the CiteCreation Company; for 40 years, through its "Monumental Mural Design" approach, it has been working in these neighbourhoods on crafting a new urban heritage narrative using a participatory approach involving the residents. French urban regeneration policy focused on priority neighbourhoods and involves the state, local government authorities, landlords, and other local partners and funders. The monumental mural design approach takes into consideration the different stakes of French urban regeneration policy by focusing on resident participation. It is integrated into refurbishment programmes and must feed consultations and citizens' councils. The "monumental mural design" approach developed by CiteCreation is grounded in its experiences with social housing projects and contacts with residents. The success of a project depends on good coordination between the stakeholders at every stage. The participatory approach is conducted without making any unreasonable promises, but with a commitment to consider collectively validated elements.
