ABSTRACT

A policy of multiculturalism within a bilingual framework commends itself to the Government of Canada as the most suitable means of assuring the cultural freedom of Canadians. The official policy of multiculturalism within a bilingual framework and its implementation has aroused considerable interest. Several national conferences have been organised and a considerable amount of literature has appeared. When an immigrant child comes to Canada, learning a Canadian language is his most obvious need, and this has received a great deal of attention. The language of instruction in Canada is English except in the Province of Quebec, where two parallel systems exist, one with French and the other with English. The Multiculturalism Branch of the Department of Secretary of State provides grants for ethnic groups wishing to maintain supplementary classes for teaching the language and culture of the ethnic group, or for support of other cultural activities such as dance, music, folk festivals and so on.
