ABSTRACT

The Duma was Liberal, the Soviet Socialist. The Duma and the Soviet now stood to each other in something like the relation of Government and Opposition. The decisive action which turned riot into revolution had been taken by the Duma. The worst scenes of violence took place among the naval units at Kronstadt, but, all things considered, the Revolution was accomplished with comparatively small loss of life. The total of those killed during the disturbances immediately preceding and following March 12th is usually given as not more than a thousand. On the afternoon of the 12th deputations from units of the garrison and labour organizations began to appear before the Duma, proclaiming their adherence to the revolution. There arose in this way, from the very beginning of the Revolution, a division of power, which ultimately brought to disaster all efforts to find a generally acceptable foundation for a new system of government.
