ABSTRACT

Having discussed the ongoing transformation of Singapore and Hong Kong into smart developmental states, in this chapter I will summarize the research findings of this book and chart out potential avenues for future research. In particular, I argue for a need to take a policy-oriented understanding of the developmental state model. This focus on the policy frameworks, initiatives and directions that underpin a typical developmental state allows for a shift from a hitherto descriptive approach to a more dynamic and procedural understanding of the developmental state model. To this end, I recommend drawing from the emerging literatures on policy capacity and policy design.
