ABSTRACT

ABSTRACT:   Based on the data of prefecture-level and above cities in the Beijing–Tianjin–Hebei region of China in 2013, this paper constructs the index system and evaluates the sustainable development capacity of these cities using Entropy-Weight and TOPSIS evaluation model. Then this paper makes comparative studies between resource-based and non-resource-based cities in the area, and further compares the differences of sustainable capacity among resource-based cities. The results are as follows: (1) from high to low, the ranking based on weights of criteria is Usage of Energy and Natural Resource, Economic Development, Scientific and Educational Level & Support, Environmental Protection, and Employment & Social Security; (2) compared with other cities in this region, the resource-based cities in the Beijing–Tianjin–Hebei region have not lagged behind from the perspective of sustainable development capacity; (3) among these five resource-based cities, it is clear that Zhangjiakou and Tangshan have better sustainable development capacities than other resource-based cities. Based on the results, this paper further discusses the related political implications.
