ABSTRACT

The major irrigation development projects in the 1970s included construction of new irrigation structures as well as rehabilitation and improvement works of existing individual irrigation systems. This chapter examines the process, nature and impacts of the rehabilitation approach adopted in the national irrigation system (NIS) in the Philippines. A number of service area terminologies are used in National Irrigation Administration (NIA) reports and documents. The percentages of the operated and maintained service area irrigated ranged from 67–81% with an average of 73% for the wet season and 71% for the dry season. The NIA has three levels of offices in carrying out this mandate, namely: Central Office, Regional Irrigation Office and Irrigation Management Office (IMO). The implementation of rehabilitation projects is a responsibility of the IMO. The impacts of the rehabilitation and improvement projects carried out for the three NIS were assessed in terms of the trend in service area and actual irrigated area during the period 2000–2015.
