ABSTRACT

Policymakers are busy people—they do not have a lot of time to read through stacks of complex reports or sit through long presentations. Therefore, over the years, the Intelligence Community has developed procedures to present its findings in clear, concise, and understandable terms. First and foremost, analysts adhere to the concept of “Bottom Line Up Front” (BLUF). This means that the most important information, to include the conclusion, is presented first to a policymaker. In this chapter, students are introduced to various intelligence products (e.g., the President’s Daily Brief, National Intelligence Estimates) as well as procedures to write and brief effectively.
