ABSTRACT

This chapter focuses on the evolution of documents that directly impact on operating methods and life cycle costs (LCCs). It provides an introduction to specification and LCC management best practice before covering specification-related activities during the project define, design, and refine phases, "The early equipment management (EEM) road map". LCCs consist of capital costs and operational costs. In mature EEM organizations, the project specification builds on the content of a site's equipment management master plan, which summarizes future commercial, operational, and technological challenges and the impact on these of equipment investment plans. The availability of an equipment management master plan makes it easier to position each project within the context of the longer-term strategic plan. Capital projects are characterized by social interaction and iterative decision loops. The purpose of the module review is to collate information and refine design module specifications prior to vendor selection and detailed design.
