ABSTRACT
An Act of Parliament in 1718 legalized transportation, and till the War of Independence in 1776, numbers of felons were sent to the American Colonies. After the war there was much unemployment in England and an increase of crime. The gaols were overcrowded and hulks were used to house large numbers of prisoners.
