ABSTRACT

England was not far behind America in the establishment of Juvenile Courts and in the use of probation. The Probation of First Offenders Act of 1887 had made it possible for first offenders—if they were young, or if the offence were of a trivial nature—to be released on entering into a recognisance, with or without sureties. But there was no provision for making this probation effective through supervision.
