ABSTRACT
ROADS, railways and lines of communication exert the greatest influence on the distribution of populations, and it is of vital interest to consider in what way we can so control their direction and the frequency and character of their traffic that the distribution, the ebb and flow of the population which travels upon them can be controlled also. Indeed, it is of vital importance to consider in what way traffic systems can be made to influence the growth of new and enlarged towns.
