ABSTRACT

From 1986 to 1995, the INTEVAL Group, originally known as the International Working Group on Public Policy and Program Evaluation, was sponsored by the International Institute of Administrative Studies (IISA) in Brussels, which is an independent institution funded by member states and international organizations that is dedicated to advancing the study and practice of public administration and management with a view to improving governance and enhancing the public services. Government publications as well as the works of international organizations such as the OECD and the World Bank have also contributed to the group's thinking about evaluation. However, it is an error to focus only on sources listed in bibliographies to identify the intellectual underpinnings of a body of knowledge. It is clear that by providing a forum for discussion, dialogue and debate among academics and practitioners from many different countries, the INTEVAL group facilitated synergy and thus became a catalyst for transnational knowledge creation, synthesis and diffusion.
