ABSTRACT

Decentralization is important in the fight against corruption because public sector decision making in Uganda has been largely secret, through highly centralized institutions with little accountability. Increased publicity could raise awareness about the levels of corruption and its negative impact on people's lives as well as informs civil society of the country's institutional framework, which has a mandate to fight corruption. The Inspector General of Government was designated to lead the fight against corruption and foster the elimination of the abuse of the public office and promote fair, efficient government and good governance. Public sector reform, in particular civil service reform, is likely to have the most direct impact on corruption. However, changes in economic, constitutional and military areas of government were initiated to help reduce the scope and incidences of corruption. The Auditor General's annual reports to Parliament have regularly exposed corruption and inefficiencies.
