ABSTRACT
The 1964 Civil Rights Act is now our concern, particularly Title VFs authorization for the federal government to withhold its funds from segregated institutions and practices. In general terms in Chapter 3 we noted the forces and the legislature which produced it. Some of the more salient features of Title VI may be reviewed now, as a preview to tracing its impact upon Panola County and to understanding limitations upon its enforcement.
