ABSTRACT
The commitment made by President Roosevelt and Mr. Churchill at the Atlantic Conference pertained to combined naval and military operations in connection with a proposed occupation of the Azores by the armed forces of the United States. According to Mr. Welles' account, the issue of the Azores was raised at the Atlantic Conference on August 11, by President Roosevelt. Roosevelt and Mr. Churchill agreed at the Atlantic Conference was the policy which they were to pursue in connection with the overthrow of Nazi tyranny and the peace settlement to follow. Besides framing agreements and commitments, President Roosevelt and Prime Minister Churchill had to consider the form and language in which their respective announcements to the public were to be couched. According to Mr. Welles' memorandum, the President then said "he believed the best solution of this problem" would be "an identic statement" to be made in London and the United States.
