There is in fact a real limit on the agencies to which the president can give thought. A dynamic chief executive may be able to hold much of the bureaucracy in control, but our administrative system is not constructed as a symmetrical pyramid with all lines headed up at the apex of the chief executive. The heads of departments and independent establishments have authority which is theirs to use without the necessity of securing presidential approval. As one way in which the dilemma may be partially avoided, the president may act as a generalissimo who devolves upon his generals the responsibility for the attainment of particular objectives. Senate leaders considered expediting the president's program by adding it as an amendment to the nuisance-tax bill then before the Senate and which would have to be passed by June 30 if the nuisance-tax provisions were not to lapse.
