ABSTRACT

The decade between the years 1965 and 1974 presented windows of opportunity for some groups, and tragedies and lingering conflicts for others. In the policy arena, windows opened for more government intervention, which was manifested at the beginning of this decade by launching the Medicare program. An important window opened for a larger government role as a result of the circumstances that accompanied the reelection of incumbent President Johnson. A window of opportunity was opened during the previous decade through President Kennedy's ideas and policies, which aimed at elevating the status of women and establishing gender equality. On October 29, 1966, the National Organization for Women was created in Washington, DC to sponsor the call for gender equality and "to bring women into full participation in the mainstream of American society." This organization inspired the creation of other women's organizations throughout the country.
