ABSTRACT

Pre–evaluation involves an early inexpensive peek at an ongoing intervention to determine whether it is in shape for a full–scale, science like evaluation. One point with evaluability assessment is to resolve whether current programs in fact are susceptible to rigorous evaluation. It is considered to be a preliminary activity to generate an appropriate technical design for an upcoming, fully mature evaluation. Evaluability assessment can be regarded as a successive series of impressionistic data collection waves undertaken to determine what aspects of the current program should be considered for inclusion in a full–scale evaluation. In the first stage, program analysis. the nature of the program is determined. In the second stage, feasibility analysis. A feasibility analysis can result in the removal of constraints to permit the implementation of the evaluation requirements. Responsiveness to stakeholders' concerns, issues, worries, questions, and perceptions are essential traits in this interactive methodology.
