ABSTRACT

There are two ways in which I could try to analyze and improve public policymaking: (1)I could begin with a subjective impression of what public policymaking is all about, and try to improve it (when I am forced to by external pressures or when I believe that its output is unsatisfactory), given whatever limited experience and haphazard bits of scientific knowledge I might have, but without looking very hard for new alternatives or making more than incremental changes in present policies if I can help it; (2) I could try to analyze the main characteristics of public policymaking comprehensively, identify its central weaknesses and strengths systematically, and innovate alternatives that will correct the weaknesses.
