ABSTRACT
The technique of local public-private partnership aimed at community improvement is the best alternative option left, and it is probably the only option that is capable of being expanded a great deal in the contemporary environment. That's the reason for interest in public-private partnerships and why we are seeing successes, said Robert Holland at the Cities' Congress on Roads to Recovery. In Cincinnati the business community organized itself to give the kind of help it could give best and offered its assistance to the superintendent of schools and local government administrators. Public primary and secondary education in America does not have a tradition of cooperative ventures. Prior to the twentieth century, public education was academic in orientation and a majority of Americans were not formally educated in public schools. Educators and philosophers are proposing alternatives to the system built on the Seven Cardinal Principles.
