If geography and culture together explain the wealth or poverty of nations, will they not explain regional disparities within one nation as well? Offhand, one might expect that within one country, the regions where most of the people live would be more or less equal in resource endowment; otherwise, people would move to the regions where the resources are. Culture is also invoked to explain the retardation of the Maritimes. Culture was thus recruited in the effort to explain the historic failure of Maritime firms to diversify, invest in new technologies, or take the necessary risks in establishing or expanding manufacturing ventures. A variation of the type of explanation points to a lack of adequate entrepreneurship as a residual factor in explaining Maritime under development." It is obvious that physical environments and cultures are interrelated.
