ABSTRACT

This chapter examines service models being developed in industrial countries to bring schools into collaborative networks on behalf of children and families. A central distinction between school-based and school-linked services is whether the education system is in charge of collaborative efforts or whether interorganizational, community-based entities share leadership responsibility. The community worker initiated regular meetings between management personnel of key agencies and the chief executive officers of the Calgary Family and Social Services Department, a public agency that both provides direct services and contracts for services from voluntary agencies. The single parent worker from the City of Calgary Social Services Department provides supportive counseling regarding the child care subsidy, advocacy, and housing to single parents who have recently separated or divorced. The Client and Support Services Worker from the Alberta Family and Social Services Department deals with applications for financial aid and can also access other support services such as counseling, crisis intervention, parent aide, employment, or job training services.
