ABSTRACT
An analysis of how best to provide science and technology advice to the President is a matter of considerable importance in a world increasingly dominated by the technological fruits of an insatiable human curiosity about the universe. Broadening the analysis to encompass such advice to the other branches of government further increases its importance. Researchers working in biological laboratories in the United States have recently created a new growth hormone which will revolutionize milk production in cows. The commercial introduction of that bovine growth hormone, now beginning, will drastically alter the structure and nature of the dairy industry throughout the world. Science expands the pool of human knowledge and invites all who desire to share in that knowledge. Technology selects from the pool of knowledge created by science that which can be used to develop a new or better product, process or service for which there is or can be established a market.
