ABSTRACT

The Congress has a magnificent resource in the Library of Congress, often called the best library in the world. The General Accounting Office was established to monitor the expenditures of the appropriations made by the Congress. There are marked differences between the Executive branch and the Congress in the ways in which scientific advice enters the respective systems and is utilized. The President can have a Science Advisor as a channel for studies and information. A major center of scientific and engineering expertise for the House of Representatives is the staff of the Committee on Science, Space Band Technology. Sprinkled among the many offices on Capitol Hill are about thirty Congressional Fellows that are selected by and supported financially by various scientific and engineering societies. One of the most constructive developments in the provision of scientific advice to the Congress was the establishment of Congressional Science and Engineering Fellowship Programs in the early 1970s.
