ABSTRACT

The United States Senate is not a cross-section of America. Not a single member of today's United States Senate is a scientist. Yet only a couple of members of the United States Senate might be able to run a proper test-tube experiment. One of every six scientists in the United States is employed in the national laboratory system. Each lab has a mission set by Congress, a mission involving the defense of America. The defense missions of the labs must never be compromised, but much other activity and science goes on there that can be utilized throughout the economy. Two huge, exciting issues confront mankind, issues that offer vast opportunities and great challenges to science and industry. Each is an issue that all the trade laws in the world will not affect one bit.
