ABSTRACT
I appreciate the opportunity the editors have given me to discuss the Administration’s new Community Conservation Guidelines. I realize that many readers have questions about the guidelines. I would ask you to reserve judgment until you have read the document and placed it correctly within the context of the President’s urban policy. Ideological and rhetorical flourishes should not substitute for analyses. The guidelines are a modest but positive response to the Administration’s commitment to help local governments and the private sector revitalize older areas and improve the quality of life in urban America.
