ABSTRACT

A he stresses on land use regulation in the United States have intensified in recent years. The long term near dominance of local zoning, set in place in the mid-1920s,is eroding under the complexities of assuring individual and broad public interests. While this evaluation has been most clearly defined in terms of housing development-the ensurance of appropriate provision of facilities to a variety of economic groups-there are a number of other arenas of activity. Most recently the new exigencies of energy development, for example, have brought in their wake equivalent drives for federal preemption.
