ABSTRACT
JVluch has been written about the decline of the central city as the hub of commercial activity. Commonly the decline of the central city business district has been accompanied by a general deterioration in living conditions, particularly an increased incidence of crime. This circumstance has been accompanied by an exodus of families from the cities and the rise in importance of the suburban shopping center.
