ABSTRACT
H ow to revitalize declining downtown areas in central cities has been of increasing concern to businessmen and landowners, politicians and planners for almost three decades. Rejecting radical alternatives, the concerned forces in some cities decided on a conservative (in the sense of preservative) approach: the establishment of a downtown pedestrian mall by closing the main shopping street to vehicular traffic.
