ABSTRACT

This chapter emphasizes the pragmatic application of case advocacy, rather than organizational or class advocacy, and the use of advocacy strategies by the individual case manager. It specifically addresses the skills of the advocacy function, which is one of the several components of the case management role. The chapter defines the term advocacy as it is used here and discusses concepts of advocacy identified in the literature. It then presents a historical background of family advocacy programs in the air force, army, and navy. Army Regulation 608-18, the Army Family Advocacy Program, establishes the US Department of Army policy on the prevention, identification, reporting, investigation, and treatment of both spouse and child abuse. The chapter explains that advocacy is equated with utilizing a strategy of power to obtain specific services and resources for an identified population that is unable or incapable to secure the services or resources on its own.
